24.05.2010 - The Education versus Training and Skills versus Competency debate

The essence of modern medical education lies in the ability of defining and developing its terminology, which all too often is used in a less than thoughtful and inappropriate manner. Educationalists place emphasis upon the concept of learning rather than teaching; learning which is specifically student centred and student directed learning rather than teacher centred didactic teaching. However within this change environment we still prefer to use the word training, as in vocational training, to describe a specific programme and aspire to levels of competency that hopefully match the learning outcomes of the programme. This article opens the debate on whether the satisfactory completion of a learning programme is sufficient (cf completion of vocational training) or whether we should be assessing the learner through levels of defined competency relevant to their professional career. The Department of International Health (INTHEALTH) is the coordinating centre of the Public Health Research Network for Southeast Europe (PHR-Net). It is our pleasure to once again invite you to the next 3rd European Public Health Conference, taking place this year in Amsterdam, Netherlands from 10 to 13 November 2010. 23.04.2010 - INSP-Mexico, French School of Public Health Sign Agreement of Collaboration

On Friday, April 9, Prof. Antoine Flahault, dean of the Ecole des Hautes Études en Santé Publique of France (EHESP) and president of the Association of Schools of Public Health in the European Region, visited the National Institute of Public Health (INSP-Mexico) to participate in the 1st Latin American and Caribbean Conference on Global Health and the 19th Annual Global Health Education Consortium Conference.

During the conference, Prof. Flahault, Dean Mario Henry Rodriguez Lopez (INSP-Mexico) and Prof. Laura Magaña Valladares, INSP-Mexico associate dean, met to sign an agreement of collaboration between the two institutions (photo). This agreement will allow the two institutions to formalize their relationship and promote public health collaboration between Mexico and France, and Latin America and Europe more broadly.

15.04.2010 - International Conference on Building PH Dialogue and the Role of NGO’s in Slovenia and the EU
Organized by Slovenian Tobacco Control Coalition and European Public Health Alliance - NGO network for health in Europe.

The Conference took place in Ljubljana on March 26, 2010. It was opened by Mihaela Lovse from the Slovenian Coalition for Tobacco Control and chairwoman of the Slovenian NGO network “NGOs Protect Our Health”. The network aims at the “establishment and development of a supportive environment for information, networking, strengthening and participation of the non-governmental organizations in the field of health at the national and EU level”. Welcome addresses came from the Ministries of Health and of Public Administration and from the European Parliament.

In the plenary important contributions came from the Institute of Public Health of the district of Pomurje on how to tackle health inequalities at the local level and on how patients can contribute to better quality of health care from the Cancer Patient’s Association of Slovenia. In addition the smoke-free partnership presented well developed recommendations for stakeholder engagement. The conclusions from these workshops were reported to the plenary at the end of the conference. The four parallel workshops dealt with policy legislation, the role of NGO’s for health in Slovenia, the European approach to health inequalities and the experiences with stakeholder engagement and influence.

Last but not least ASPHER presented the fifth plenary workshop on Strengthening the Role of Public Health by Improving Education and Training of Public Health Professionals. Discussion has been very interesting and useful focusing on future collaboration of NGO sector in development of competencies within ASPHER working group. Participants have shown particular interest for the group of competencies “Cross-disciplinary themes”.

In summary it can be said that in Slovenia an excellent model for the collaboration of NGO’s in the health sector has been developed which should be studied further. Health NGOs are an indispensable partner when it comes to the assessment of performance based on the (European) public health competences. In the context of the ASPHER workshop two proposals for cooperation between ASPHER and EPHA have been made: (1) A taskforce to strengthen the ties between SPHs and NGOs especially with regard to field work as part of the practice orientation of a well developed SPH, and (2) A workshop on strategic planning for health, possibly together with EPHA.

14.04.2010 - Global Health: Commission calls on EU to gear up on health actions

On March 31, the European Commission adopted proposals to enhance the EU's role in global health. The objective is to make Europe's contribution more effective so as to better accompany developing countries in getting back on track towards achieving health-related Millennium Development Goals (MDGs). The Commission presents four approaches to improving global health: establish a more democratic and coordinated global governance; push for a collective effort to promote universal coverage and access to health services to all; ensure better coherence between EU policies relating to health; improve coordination of EU research on global health and boost access in developing countries to new knowledge and treatments. Health Education and Promotion is a one-year graduate master’s course within the master’s programme Public health offered by the Faculty of Health, Medicine and Life Sciences. 08.04.2010 - New book: Health Systems Governance in Europe. The Role of EU Law and Policy

This book, a co-publication by the OSE and the European Observatory on Health Systems and Policies, was funded by the Belgian federal health authorities (SPF Santé Publique) and the National Institute for Health and Disability Insurance (NIHDI/INAMI). It offers a state of the art of academic discussion on a number of current and emerging governance issues in EU healthcare policy, including regulatory, legal, ‘new governance’ and policy-making dynamics.

The study looks into different areas of EU policy and law-making that have an impact on national healthcare systems. It provides policy-makers with a compelling and rigorous analysis of the real and potential impacts of EU integration on the organisation of healthcare provision and the protection of public health, highlighting the need to balance economic and social imperatives.

08.04.2010 - Commission appoints Ms Paola Testori Coggi as Director-General of the DG for Health and Consumers

On Wednesday, March 31, the European Commission decided to appoint Mr Robert Madelin as Director-General of the DG for Information Society and Media, to replace Mr Fabio Colasanti, who retired on April 1. The Commission also appointed Ms Paola Testori Coggi to replace Mr Madelin as Director-General of the DG for Health and Consumers. Both decisions took effect on Thursday, April 1. 08.04.2010 - The Commission's work programme 2010

The Commission Work Programme (CWP) 2010 translates the priorities of President Barroso's political guidelines into concrete actions. Overall, emphasis of the CWP is on (1) putting the Europe 2020 Strategy into practice thereby building the basis for exiting the economic crisis and creating sustainable growth and jobs (2) enhancing the rights and security of European citizens and (3) strengthening Europe's role on the world stage.

For the first time the CWP 2010 provides a multiannual overview of the work which the Commission plans to undertake in the coming years. 24.03.2010 - FESTMIH and ASPHER to collaborate on developing the European Academic Alliance for Global Health

Thomas Junghanss (FESTMIH) and Antoine Flahault (ASPHER) met recently in London at the meeting hosted by the London School of Hygiene and Tropical Medicine (LSHTM) aiming at developing the European academic initiative for Global Health. The presidents of both organisations agreed on further close collaboration in developing the European Academic Alliance for Global Health.

The Federation of European Societies for Tropical Medicine and International Health (FESTMIH) was founded in Hamburg in 1995, during the first European Conference on Tropical Medicine. 13 European countries are currently represented on the Federation Council by their respective national societies. The objectives of the Federation are to build upon the interdisciplinary expertise of the national Societies in Europe, for developing European collaboration and North-South partnership towards health development in the tropics, in the respect of regional specificities. The Federation wants specifically to promote harmonisation of health strategies and recommendations related to developing countries, emergency situations and international travellers, to seek the advice from overseas partners for pertinent identification of their health and research priorities, to foster the formation in the tropics of new scientific societies dealing with health sciences, to encourage European harmonisation of training in tropical medicine, and to organise in Europe regular conferences on tropical medicine and international health.

The Federation held its last conference (ECTMIH) in Verona in 2009 which will be continued in Barcelona in 2011.

19.03.2010 - Columbia Takes Leading Role in New University Global Center in Paris
EHESP School to support The Mailman School of Public Health in its new initiative

The Mailman School of Public Health will be an elemental part of Columbia University’s newest global center, the Columbia Global Centers | Europe in Paris. Recognizing the centrality of public health to any global programming, Columbia president Dr. Lee C. Bollinger designated the Mailman School to take the lead on research and academic programming for its newest global presence.

The Mailman School is developing a relationship with the EHESP School of Public Health to facilitate exchange between faculties and students and promote collaboration and synergies in public health education, research, and practice. Going forward, the schools will work to establish collaborative programming in research and education, which will enlarge in scope with the addition of the new Global Center. The latest addition to the network will further leverage the Mailman School’s strength in fostering leadership and excellence in the public health field.

Lugano (Ticino, Switzerland), from 9 to 20 August 2010

The Summer School in Public Health Policy, Economics and Management is organised by the Foundation Swiss School of Public Healthplus (SSPH+), the Institute of Microeconomics and Economics of the Public Sector (MecoP) of the University of Lugano and the Swiss Tropical and Public Health Institute (Swiss TPH). Courses are intended for professionals and managers of health administrations, hospitals and other services and facilities within the health sector, policy-makers and any student registered for one of the continuous education programs coordinated and supported by the SSPH+. The Summer School is an opportunity to meet new colleagues and peers, to exchange knowledge, build networks, and share insights. The emphasis will be on participative approaches, complemented by formal teaching.

01.03.2010 - Observatory Venice Summer School 2010

The European Observatory on Health Systems and Policies is happy to announce the Observatory Venice Summer School 2010. This event which is jointly organized with the Veneto Region - one of the Observatory’s partners - will take place from 25 to 31 July 2010 on the island of San Servolo in Venice.

The theme for this year’s Summer School will be: EU integration and health systems: challenges and opportunities for patients, professionals and policy-makers. It will explore different EU policy fields to identify links with health and assess their impact on health systems.

The Summer School is targeted at senior to mid-level policy-makers, planners, and health professionals as well as a limited number of junior professionals making careers in policy and management. The Summer School aims to have a participative approach involving the sharing of insights and experiences, together with formal sessions to review the evidence. The working language will be English. We are accepting application forms and advise early submissions as places are limited.

09.02.2010 - The members of the Barroso Commission (2010-2014)

The European Parliament approved 26 candidates for the European Commission. The vote was 488 in favour, 137 against (with 72 abstaining). The vote culminates a process that began in September when the president won parliamentary support for a second term. The new Commission was supposed to take office in November 2009 but the appointment was held up by delayed ratification of the Lisbon treaty and by the withdrawal of the Bulgarian candidate after her confirmation hearing in January. With Mr Barroso, the new line-up comprises 27 members, one from each EU country. Fourteen, including the president, served in the previous executive. Their term lasts five years. The Barroso II team will take office once EU leaders have formally appointed it.

15.01.2010 - Parliamentary hearing Commissioner-designate for Health and Consumer Affairs John Dalli

On 14 January 2010, Europe’s Commissioner-Designate for Health and Consumer Affairs, John Dalli, underwent a public hearing from Members from the European Parliament in his bid to become the successor of Androulla Vassiliou – former European Commissioner for Health and Consumer Affairs (to become the new Commissioner for Education, Culture, Multilingualism and Youth). Click here if you want to find out John Dalli’s views on the recently rejected cross-border healthcare proposal, on tackling health inequalities by addressing social determinants of health and on the pharmaceutical package – an area that falls for the first time under the health and consumers portfolio. Conference Announcement

3rd European Public Health Conference, comprising the ASPHER 32nd Annual Conference, will take place in Amsterdam (The Netherlands), 10-13 November 2010. The central theme of the conference is: Integrated Public Health. Integration – making something into a whole or making something part of a whole - is a key issue in European public health. Integration is believed to be an important prerequisite to address the major challenges of today’s public health systems across Europe such as the growing epidemic of chronic diseases, the potential threat of new infectious diseases, the clustering of social, physical, environmental and behavioural determinants of health, the economic crisis, and the workforce crisis.

Integration is then associated with bringing together of people, disciplines, organisations, sectors, communities, and societies. As such, integration is an inherent aspect of public health given its definition: “Public health is the science and art of preventing disease, prolonging life and promoting health through the organised efforts and informed choices of society, organisations, public and private, communities and individuals.” Find out more abouth the Conference 2010, here.

04.12.2009 - ASPHER, APACPH, ASPH Sign Declaration during Global Summit of Schools of Public Health

On Friday, December 4, ASPH, APACPH and ASPHER organized the First Global Summit of Schools of Public Health in order to foster common efforts in education and research in global health. During the summit, held during the 41st APACPH conference in Taipei, Professor Antoine Flahault, ASPHER President, signed a common declaration on behalf of ASPHER with Professor Wen-Ta Chui of APACPH and Professor Linda Rosenstock of ASPH.

The declaration confirmed the organizations’ common view that “global health is public health” and it is one of the key issues in societies. Schools of Public Health are leading academic institutions, which are “well positioned to address global health issues.” By collectively recognizing the importance of the role of Schools of Public Health in addressing these global health issues and advocating for relevant policies, APACPH, ASPHER and ASPH pledge to encourage “sustainable and mutually beneficial partnerships between Schools of Public Health and academic institutions in the developing world.”

01.12.2009 - 2010 EU Funding: Calls for proposals available shortly

Before the end of the year, the European Commission plans to publish its Work Plan for 2010, which sets the annual priorities for the implementation of the EU Health Programme. Immediately after, the calls for proposals for projects, operating grants, conferences and joint actions will be launched. Tentative deadline for submitting proposals is early March 2010. 01.12.2009 - Prof. Gudjon Magnusson has been awarded posthumously the ASPHER 2009 Andrija Stampar Medal

The Ceremony took place on Friday, November 27, during the Annual Conference in Lodz.

"(...) For many years, Prof. Gudjon Magnusson was very involved in the ASPHER activities. Some people recognize him as a person always being with ASPHER and being a good spirit of the Association. He created the ASPHER Deans' and Directors' Retreats, the annual meetings of senior representatives of ASPHER member organizations, aiming to better know each other and to exchange their experience. He was the first - and the very best - chair of these meetings, which had become the unique events due to his energy. He helped ASPHER many times with valuable opinions, ideas and involvement in different activities of our Association. He was the only person awarded a special membership status within ASPHER". ASPHER Young Researchers Forum 2009 took place on Wednesday 25 November in Lodz (Poland), prior to the annual conference. Best oral and poster presenters received prizes generously funded this year by the Swiss School of Public Health+ (SSPH+) and the French School of Public Health (EHESP), see below for details. Furthermore, all authors selected for the oral presentations at the forum had their registration fees for the regular programme of the Second European Public Health Conference covered by ASPHER.

01.12.2009 - 2nd European Public Health Conference
HIGHLIGHTS FROM THE ASPHER 2009 GENERAL ASSEMBLY

ASPHER New President: Prof. Antoine Flahault, Dean of the EHESP School of Public Health, became a new ASPHER President (2010-2011).

ASPHER Executive Board: Prof. Fred Paccaud, Dean of the Swiss School of Public Health+ (SSPH+), joined the ASPHER Executive Board. Prof. Vesna Bjegovic-Mikanovic (Belgrade SPH) and Dr. Christopher Birt (Liverpool SPH) have been re-elected for the 2nd term.

ASPHER New Members: ISPED School of Public Health (Bordeaux, France), SPH Protestant University of Applied Sciences (Ludwigsburg, Germany) and SPH Adnan Menderes University (Aydin, Turkey) have been accepted as ASPHER full insitutional members. Furthermore, a status of an associate member has been given to the Malta Association of Public Health. Malta has been voted the location of the European Public Health Conference in 2012.

ASPHER 2009 General Assembly took place on Wednesday 25 November in Lodz (Poland), prior to the 2nd European Public Health Conference (EPHC) being ASPHER 31st Annual Conference.
